I have seen this issue going back many years. I'm currently communicating with a Paypal tech, but wanted to see if anyone else has had this issue recently?
My .net site is membership based. When someone upgrades to premium, Paypal sends the IPN details back to my database BUT as of 2.16.20 this stopped!
I can't tell you how many months of diagnostics I've been trying. Nothing works, so if anyone else has had this same issue on that same date. please reply.
