I can't send payment

Hi I can't send payment on my Paypal. I have enough funds on my Paypal, I have linked two bank account and a credit card on my account. but still I can't send payments. I have been with Paypal for several years now, but my account was inactive for almost a year. could this be the reason I can't send money?
