I can't send any payment

Hello everyone,

Actually I am new on paypal.I received a payment of 12$ today and when i am trying to send that i am failed.Paypal refused the payment.What should i do now?

Can someone help me?

As you are using a UK paypal account but have a USD balance then is the person you are sending the funds to able to receive USD payments?
