I can't buy nor send money even though I have enough paypal balance.

Whenever I try to buy something or send money , I get this message "Sorry, we weren't able to complete your payment at this time. Please try again later.". Even though I'm verified and everything and i joined paypal 3 years ago , I think my paypal got limited. I bought a lot of things for the past few weeks normally but this never happened to me.

As you have not added your country to your profile (so we can see when we hover over your username) or said in your post which country you are in then sadly can't advise.
Paypal varies a great deal country to country so you need to tell us where you are on this worldwide community forum.

HOWEVER...

You need to contact customer services to resolve any limitation OR account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.

Or have you considered contacting Customer Service via Facebook or Twitter?
