How to Cancel Auto-Pay Established by Unethical Vendors (Bait and Switch Scheme)

I have discovered that some unethical vendors run a bait-and-switch scheme by offering a 95 cent trial period of 7 days, but, when you pay by PayPal or credit card, they very quickly charge a recurring fee such as $24.95. I have spent about 45 minutes on the PayPal site trying to see if any such activity has been scheduled. No joy! I continually get irrelevant "canned responses" from the PayPal site. Anyone out there have any suggestions on breaking the barrier to managing such an issue? I have tried "Chat." Unable to connect with a live person. Auto- chat provides senseless response. Phone call yields no live person. Very frustrating
