I live in the uk. My friend lives in Nigeria. Can they PayPal me naira. Will PayPal convert it to pounds. I need to order things online with the money

Your friend can send in GBP, all they have to do is use send money > select the amount > select the currency and then paypal will tell them how much is deducted from their funding source in their own currency.

However i don't think they can send using the friends / family payment in their country so it may go as goods/services and you may be subject to the new seller hold and a fee.
