My payment cant go through after i change my email address

 

The email is verified 

 

It have the insufficient balance for purchase  but it wont let me buy it any help 

 

They say : 

Sorry, we can’t complete your purchase at this time
Please return to the merchant and choose another way to pay.

Thank you for raising this matter to us. To protect your account, we use a complex screening process and review every payment before it's approved. This is similar to the way most banks and credit card companies work. Occasionally, when we pass the transaction to your bank or card issuer, they can decide to decline it.
