I've recently sent money directly to my friend overseas using the send/receive function. To my horror, upon transfer, Paypal is withholding my money and charging a fee for the transfer. It says money has been sent on my end but my friend has not received it. Is there anything that can be done? Also shouldn't paypal have a better support platform than online forums? There isn't any support email anywhere...
