Can't accept money

I didn't realize I had rebate money in my PayPal account from May.  I've been trying to accept it, it gives me that option but one of two things happens when I click to accept it, it either goes to a blank screen or it says "sorry, this action cannot be completed, please try again later". Is there something wrong?  Thank you
