Can't Send Money

I'm trying to send a friend money to help him pay for his rent but each time I keep getting this message

"We can’t send your payment right now. If you keep running into this issue, please contact PayPal."

My Email is confirmed, I contacted my Bank there is no issue on their end, I have a backup payment, what can I do to fix this?

I've also encountered this problem when trying to transfer money to my Paypal wallet from my bank account
