Can't Accept Money

My friend sent me $5, I have tried every solution i read to but every time i hit 'Accept Money' it just says Oops Sorry it's on our end wait a minute or two. Of course waiting a minute or two hasn't worked.

My friend sent me some money but i can't accept it. Paypal keeps telling me wait 1-2 minutes and it's been a half hour how can i fix this?
