Can not send money except by invoice

I have had Paypal for 14 years and this is the first time this happened.
I tried to send money and the page made me give my Google contacts and after I did I clicked on the contact and then the Page says,"Enter a Valid Phone Number"But there is no where on the page to enter a Phone number and Whose Phone number would I enter if I could,mine,the King of Syam,it does not say,If someone sends me an invoice it works flawlessly.
First I do not like giving my Google contacts and even after I did it still asked for the Phantom Phone number and in 14 years this has never happened before,what is the deal??

No idea but its Siam and not Syam 

Your best bet is to give customer services a bell and ask on this one...............

As you haven't said what country you are in then click on help / support and select one of the options for your country.
