Paypal uses Xoom for money sending through bank accounts. However Taiwan is not on the "Send to" list. Will Paypal add it in?

No idea, you would have to ask paypal that question but doubt they would answer you until that option was available and announced.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
