Business credit card not working

We recently set up a business PayPal account and linked two credit cards. We made sure the billing address, codes and numbers were all correct. We also set a preferred card and confirmed the account on email. We just tried to make a payment via an invoice and it continues to say that the cards at not accepted. The invoice accepts Visa cards and it is under the daily limit. Any thoughts on what to do? Does it take time to be able to use a new account? Thank you!
