How can I send payment from my paypal to ivory coast PayPal? Even if they can't receive money

If they can't receive payments in your country then you can't send them anything can you.

Is it payment for goods or services OR is it a family member, only if its the latter you can use xoom.

Do not use it for payments for goods/services though as you would have 0 buyer protection.

I tried using xoom. And discovered I can't send PayPal to bank account. Rather I sent bank account to bank account or mobile money xoom, can't send PayPal to other transfer out of us. That is. You can't send use PayPal to send money on xoom to other country than America.
