A person sent me money but I did not receive it, he says the money isn't in his bank account anymore and that the transaction went through, but I don't have the money in my paypal balance. Does it matter if he sent the money from US to Europe?

The important thing is what CURRENCY was sent and have you got that currency added as a receiving currency to your paypal account?
