issue with connecting with shopify

I am trying to connect my shopify account with paypal account for accepting payment as express checkout but its not connecting. After clicking the activate express checkout it takes to paypal and says to fill email as for sign up or login after entering my paypal account email it's directly opening my paypal dashboard and i am not getting any grant permission type page. why am i getting this problems. i tried so many times then i created a new account successfully complted kyc of it then again i tried but same result. pls help me to solve this.
