I would suggest to please follow the below steps access required PayPal API credentials.
Merchant can create/generate their LIVE REST API credentials(i.e Client ID & Secret) via developer portal. If you have implemented REST API integration on your website.

Please follow the below steps to access your LIVE NVP/SOAP API credentials(i.e User Name, Password & Signature). If you have implemented NVP/SOAP API integration on your website.
Login to your PayPal account>> click "settings" icon >> Account settings >> Account access >> "API access" >> Manage API credentials.
(Or)
Login PayPal account >> Go to "https://www.paypal.com/businessmanage/credentials/apiaccess" >> follow above steps.
