Website Payment Standard Encrypted return url

We are trying to send an encrypted return url and paypal doesn't seem to like it. (This is the  url sent so userscan go back to your site after purchase).

Paypal just redirects to it's home page instead of a checkout page.

Here is a sample below. Any ideas as to why? Is it too long?

oops! Guess we forgot to include &cmd=_xclick&item_name=
