I've a customer with an issue with PayPal and shipping address. This shop uses HTML Form Basics for PayPal (I would prefer the webservice API, but I would need to change a lot of stuff).
The thing is the bussines model is to buy gifts for other people, so the shipping address will never (almost) match the address set in the PayPal account, so this address is sent within the form as in the documentation at the doc here and here.
The issue from here is that some customers claim that wasn't delivered and PayPal cancels the payment. My customer keeps receipts from the deliveries to probe that the shipment was done, but as the address don't match with the ones stored at the system, PayPal always acts in favor of customers.
Any clue? For further details, please contact me.
Kind regards
