Persistent and severe IPN delays

Has something been going on with IPN lately?  Over the past several months, we've noticed significant delays in IPN response times.  Responses used to be pretty much instant (as the name implies) and return a payment notification within seconds.  In the past several months, we've been seeing a majority of IPN requests taking hours or days to notify the handler.  Often, the notification never arrives at all.

 

Nothing has changed in our eCommerce system since this problem began.  What is going on?

The same issue here. No human tech assistant on Paypal side to communicate.
