Payment data transfer issue won't enable

Unable to turn on Payment data transfer.  I fill out my website name and the box for Payment data transfer is greyed out and unavailable.  I need this for a payment system on my website.

Hit the save button after your URL, it is on the right of the screen, this should enable the option.

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
