Integration CSOD LMS Multiple Merchant accounts required by Customers

Hi Team, We have an existing integration with our LMS Cornerstone OnDemand with PayPal Payment Gateway, wherein the Customers create Merchant (Business) account with PayPal and use the Merchant ID, API Key and Secret for configuring the integration within the CSOD LMS Portal to enable the integration. In the integration there is an option to configure the Tax calculation part via which we can put PayPal for managing the Tax component on top of the total Cart value in PayPal screen which is managed on a regional basis.
What we are not able to understand in this integration for a Global Customer do they need to create multiple PayPal Merchant accounts per country or they can use single Global account which can manage tax part for different countries automatically. Can you please help and let us know urgently as we are not able to find any relevant information or answers on this.
