I can't access the link to add a bank account on my dashboard

I can't find a link for adding a bank on my Paypal dashboard - Business Account (Zambia)Z. What should i do to access the link? Paypal doesn't permit Nigerians to receive Paypal payments but they access the link. But why not in Zambia?
