Guest checkout not working on Mobile only on Desktop

Hello,
I have seen this topic come up numerous times now but no satisfactory solution.
I am using Shopify with PayPal Checkout Express:
Guest checkout is working on desktop and it is giving an option to pay by card. However, on mobile it doesn't provide this option, it asks for the customer to create an account.
I have the PayPal account optional setting turned on in my website preferences already.
So why is this only working on Desktop and not for Mobile?
Any help would be greatly appreciated.

We apologize for any inconvenience.
Unfortunately, Guest payment checkout(i.e payment via credit/debit) is not applicable for evey user. It's important to remember that guest checkout is not guaranteed for every transaction. PayPal runs a risk check to determine eligibility for guest checkout. There will be times when guest checkout is not available.
This is intended behavior. Customer/buyer need to create PayPal account to process the payment.
