Allowing the user to select the language of the payment page

I'm just getting started with Paypal Checkout, I copied the quick start script from https://developer.paypal.com/docs/checkout/quick-start/ to my test page, and entered my sandbox client ID. I also changed the currency to HKD (I live in Hong Kong)
When I clicked the payment button, an English login window popped up. I logged in using my sandbox user account and a Chinese payment page appeared. I could not find any language selection control. This makes the page difficult to use, because I can't read Chinese!
I changed the currency back to USD and tried again, but still got the Chinese payment page.
My browser language preferences are en-GB, en
My Paypal account profile language setting is English
I could not find a language setting for the business or personal sandbox accounts.
Ideally, I would want the payment page to
1. Follow the user's browser language preferences
2. Have a prominent language selection control
