The Account Optional setting is enabled for Credit Card checkout. However, checkout is still requiring sign-in or account creation to checkout. How do we stop the required account at checkout?

Our customers are also suddenly having this issue. After probably 10 years of it working correctly, something changed in April and now people are forced to have a PayPal account in order to complete their transaction. Couple hours on the phone with PayPal support has found a solution.
Hoping for an answer on this as well.
