Paypal Smart Connect Account Settlement Offer

I received a settlement offer in the mail for my smart connect account that has fallen into collections.  I called the customer support number online (not from the letter)  to verify this was a legitimate offer, and to take advantage of it.  The amount of the pay off was higher when I called than it was listed on the offer, even though I called in within the alotted time.  The representative could not tell me why confidently.  I did arrange to start this offer and made my 1st installment payment over the phone with her.  My question is, when will this phone payment show up online?  Will my Smart Connect account balance stay the same until the 3 installments are paid in full?  When the account is satisfied, will my online statement reflect that, or will it always show a balance forever?
