PAYPAL is a payment processor,to qualify for seller protection ,seller must be able to produce tracking showing delivery and if $750 or more, signature confirmation which is online viewable from a commercial carrier .
Popular carriers would be post office,DHL,Fed Exp,UPS,Royal Mail, you just have to find one which meets the requirement for seller protection.
customs duty would be responsibility of the buyer, altho some carriers will collect the customs duty in advance to expedite customs clearance .
This is good for seller in case the buyer refuses shipment due to customs duty.
Ebay also offers Global shipping but I don't think it is available in your country .
some carriers do not have online viewable tracking or even tracking number, then what sellers could do is to buy insurance from third party
