Recently I've been trying to make purchases with my PayPal card but over and over again it's been getting declined I'm wondering why because I have money in my PayPal account I log in and it shows that I have $13.80 but when I called my PayPal prepaid Mastercard it told me that I have a negative balance of $9 but my balance never changes no matter how much I refresh it how do I fix this false negative?
