What is the difference between primary and secondary email?

I have two emails with my paypal account. It seems that I can login with either one. And it seems I can accept payment with either. So exactly what is the difference between primary and secondary email? Can I link the secondary email to my ebay account directly?

The primary email address receives account notifications and general email messages sent by PayPal.
