PayPal implemented some system changes last night. And when one thing gets fixed, something else breaks.
What really needs to done is to open a Support Ticket here.
Posting a comment in the Community Forum is like useless as there are so many whiners here, real issues are rarely if at all. The more folks that submit Support Tickets for issues, the more visibility the issue gets as now the lights go on. You can post all day in the forum and the folks who need to be aware of an issue will never even know.
Support Tickete in numbers are good for escalating an issue. The behind the scenes logic at PayPal for fixing issues is that the top reported issue gets priority. Therefore, the more folks who open a Suppor Ticket, the higher up the fix-it list it gets.

I will check on this internally but, it is possible that if you are receiving a security alert message stating: "The certificate has expired or is not yet valid" when accessing https://www.paypal.com, your web browser may not have the newest root certificates installed or you are using an outdated link.
To resolve this issue:
- Make sure you are accessing PayPal directly at www.paypal.com (rather than using a bookmark or favorite).
- Make sure your computer's date and time are correct by clicking Start > Settings > Control Panel and double-click "Date/Time."
If you still receive this warning, update your web browser's Trusted Root Certification Authorities certificate:
- Go to the Microsoft's Windows Update page on Microsoft's website. Here, you can scan your computer for updates you need and download.
- Microsoft creates a customized updated package for your browser, which includes a Certification Authorities Root update.
If you have problems updating your certificate, visit Microsoft's Internet Support Center.
If this does not resolve your issue, visit this page https://getca.verisign.com/update.html to install the newest root certificates from Verisign.
