My problem is that I have an International Billing Address because I live in Mexico and I often buy online were International credit cards are allowed (like amazon, target, shopjustice, etc). I wanted to try PayPal since there are some sites were my credit cards aren't allowed.
Can I create a Pay Pal Account with an International Billing Address and a National Shipping Address???
