Yes. I have a friend who closed his PayPal account and then, a couple years later, opened a new PayPal account using the same email address and credit card information.
Your answer helps but I might not wait years before I open a new account. I'm hoping to open one right after I close my existing one. I wonder if that will give any problems: using the same email from an old account.
I want to close this account and open a new one 'cause I want to change my name on my account and paypal makes it so hard to change your name. I have to mail them highly classified documents like my driver's licence and other documents which I don't think paypal needs to have. I don't understand why it's not up to us to change our names to whatever the **bleep** we want. It's not paypal's job to be the identity theft police. right? lol 😉
