I had the same problem for days. The www.ebay.com.au only solution worked for me! Thanks!

the issue is with ebay.com, i think maybe their popup login applet thingie? because ebay.ca doesn't use the same login form for paypal, and it worked perfectly. thanks to those who suggested trying it... i was finally able to complete my purchase after failing with 2 different browsers AND a phone using a different internet provider, with ebay.com.

Yes, I think you are correct, eBay.ca I think is still using the old interface, the problem only really happened to me when I decided to try the new eBay UI.
This is the reply I received from eBay.com:
Hi Tere,
Thanks for contacting eBay about the issue you experience in paying for an item.
Tere, we are also getting similar reports from other users in NZ who are experiencing the same issue. Don't worry, we are working with our technical team for them to sort this out. I've submitted another report to the technical department for them to fix the issue. Rest assured that our technical team will put a hight priority on resolving this issue.
Thanks for choosing eBay and have a great day!
Warm regards,
Rex M.

It seems to be PayPal issue.
If you open Dev Tools (press F12 key), you can see the browser cannot load the file:
https://www.paypalobjects.com/web/res/cf5/5e812dc5909040b91ec1d4881a942/templates/CZ/en/rememberMe.js
You can hack it by fetching all the missing scripts from a different location before you log in.
1. Get back to the login page by refreshing the page itself (just press F5 key).
2. Fill in login and password.
3. Open Dev Tools console (F12)
4. Load the missing scripts e.g. from US location by executing commands from the console:
require(["https://www.paypalobjects.com/web/res/cf5/5e812dc5909040b91ec1d4881a942/templates/US/en/rememberMe.js"]) require(["https://www.paypalobjects.com/web/res/cf5/5e812dc5909040b91ec1d4881a942/templates/US/en/inc/form.js"]) require(["https://www.paypalobjects.com/web/res/cf5/5e812dc5909040b91ec1d4881a942/templates/US/en/inc/footer.js"]) require(["https://www.paypalobjects.com/web/res/cf5/5e812dc5909040b91ec1d4881a942/templates/US/en/inc/header.js"]) require(["https://www.paypalobjects.com/web/res/cf5/5e812dc5909040b91ec1d4881a942/templates/US/en/inc/transitioning.js"]) require(["https://www.paypalobjects.com/web/res/cf5/5e812dc5909040b91ec1d4881a942/templates/US/en/transition.js"])
5. Just log in and it will work as usual.
Happy buying.

This indeed worked. I can't believe how they haven't fixed this already....
