Hi there, 

I closed first account because I can't recover my password and I need to use the Visa card in another account. 

But, it is still saying that the card is used in another PayPal account which is the first account that is already closed.

Can you help with this?

If you didn't remove the card first before you closed it then only customer services can remove it from your closed account.

Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.

4. Have you considered contacting Customer Service via Facebook or Twitter?
