Suspicion of fraud! Does PP use MoonPay as intermediate service provider

I'm waiting for an payment, bur I got an mail from PayPal(?) to buy and send Bitcoin via MoonPay, before I recive this money. I feel it is an fraud!

Are PP use this type of process?
