Paypal can't/won't add my credit card

Apparently Paypal can't or won't allow me to add my credit card because it has some record of an old credit card with the same number that expired. That is, at one time I had a credit card on my account and it expired so I removed it from my account; later I tried adding the card back with it's new expiry date, but it won't take it anymore. I tried calling Paypal but the help desk people have no more access than I have when it comes to adding my card; the number is being flagged as expired (regardless of the actual expiry). No joke, they said I should get a new credit card number and that should work; like I want to change dozens of other places I use my card just to add it to Paypal.
Has anyone else had this issue? Is they anyone else that can help at Palpay that can just override whatever is blocking my card and re-validate / add it?
