HOW TO CONFIRM DEBIT CARD UNLINK

So I unlinked my debit cards from my previous account before closing the account. I just opened a new one and am trying to link the cards to the new account but I'm being told they're already linked to another account. I don't know what else to do.

You may have to wait 72 hours between removing and re-adding.

However mostly you can only add a card to a paypal account x3 times in that cards lifetime.

It still won't let me add the card. I really don't know what's wrong.
