Sent money in January. PayPal never gave it to recipient. They told the recipient that his account was closed due to inactivity. He opened a new one. They never transferred money. They keep saying transaction was complete, but it wasn't. They have my money!!! Disputed many times, including through credit card company. Has anyone had this and been able to solve?
