Card Link Error

Hi,

I am having trouble re-linking my debit card to my account. It says "Your card was declined by the issuing bank. Please try a different card or contact your card issuer with questions." Initially this card was linked then I removed it because I was very impatient waiting for the 4 digit code. Now, I am trying to re-link it but all I am getting is that error message. What should I do? Will the charge on my account be refunded?
