So Many Broken Links

I can not understand why there are so many broken links.  I started doing a list of the links and after about 5 or 6, I had to stop and just give up.  For a site the prides itself on being secure and business friendly, these broken links are severly causing me to lose confidence with using this site for our website. 

At this moment, I can not even get the basic setup completed and have begun to look at other options.

I am beginning to think that the develoipers at PayPal don't know what they are doing !!

The "New Look" Paypal is great, but clearly, it has not been very well planned or executed as there are broken links all over the place.
