get verified? get real!

I just tried adding a credit card to my paypal account in order to pay for an eBay purchase and I received an error message on the page before confirming the payment.  The message directed me to get verified, but left me with no link to do so.  The message was small and at the top of the page and easy to miss.  I still can't figure out how to delete old credit card numbers that don't exist and I can't figure out how to change the default credit card to save time.  This "get verified" seems like a scam that I'd rather avoid, especially when presented at such and inopportune time and packaged so poorly by the people at Papal and eBay as to require me to leave eBay and go to paypal.com searching for "get verified".  I should mentioned that ignoring the error message would not allow me to add the card.  Is there a limit for the number of credit cards linked to the Papal account.  If I could delete the old ones (my bank, Huntington, switched from Visa to Mastercard on my personal and one of my business accounts) perhaps I could pay the good man whose auction I just one.  Papal and eBay seemed to have dropped the ball on this one.
