Why can't i buy what i want to buy ?

So since my previous post someone pointed out that i was to rude to get any help i'll say it again in a nicer tone.
i get this fun message telling me i can't spend my money because i'm apperantly not wise enough to make descisions of my own so i get:
Unfortunately we are not able to process your payment using your PayPal account at this moment. Please return to the merchant's website and try using a different payment method (if available).
So yea i got this message and like any sain person i instantly checked google for a solution, long behold this problem has existed since 2012 ohh paypal ur policy is so good.
So i deleted my cookies and my cache, then changed browser, tried it on my smartphone wich just gave me the message "we can't make the payment right now please try again later" if this problem consists call customer support.
So i call customer support and explain everything to the guy on the phone, and then at the end of the conversation he says he cannot help me because it is the internal security system of paypal that is blocking my payment and that he can not do anything to help me and that i should try paying again in a few hours.
So i waited a few hours, nothing Then i waited an entire day and still nothing.
I AM NOT 5 YEARS OLD IF I WANT TO BUY SOMETHING LET ME BUY SOMETHING.
Thank you for reading this and once this issue is resolved i will most certainly not use paypal again since i've only had problems with it so far.
