I have had EXACTLY the same problem!
I also sent the photo ID and they still declined me, in spite of the fact that the DVLA, the DWP, my bank, the utilities companies, my local library and even Tesco Clubcard ALL accepted my new name!
They told me that they cannot transfer my account to a NEW PERSON! For crying out loud, I have had this account for over five years and run it without major problems. So what's the hassle?
Now, like their paymasters, eBay, they won't respond to my emails. Clearly PayPal CS use the same manual as eBay CS: "if it's too difficult to answer or deal with, bury your head in the sand and hope it goes away"
Who the **bleep** do they think they are? If the evidence I provided is good enough for the government (DWP & DVLA) then why the **bleep** isn't it good enough for a tinpot organsiation like PayPal?

Try phoning them as emailing is often a waste of time.
