Payment to me was accepted, went pending, then was CANCELLED, then promised a refund

So I've had this account for 11 years. No problems until now. I made a sale, sent an invoice for $19.50. Customer paid it on her mobile. The transaction at Paypal needed to be accepted by me??? I accepted it. It went into a pending status. Didn't know what that meant, thought it needed to clear. After 30 days Paypal cancelled the payment. It went from pending to cancelled. I called and talked and talked and talked and explained and waited and transferred and talked and talked, finally the 2nd paypal rep said it's our mistake, we will issue a credit fror $19.50. She said it will be on you account immediately, I waited and waited and waited hours, days passed, I waited, checked and waited NO CREDIT for $19.50. I emailed, now I wait and wait and wait and wait for a response.
I log in today ANOTHER problem. After 11 years of few problems, I get more problems at Paypal. The withdrawal from the previous week was returned due to a technical issue. I'm convinced that Paypal is out to get me. So in addition to cancelling money sent to me, now they have cancelled my withdrawal. I don't know what to do at this point. Does anyone know what government agency regulates Paypal? Or would it be the Attorney General? Help!!!
