Some years ago we Brazilian citizens were forced by Paypal to switch to Paypal Brazil.
We were not given the choice, we were forced.
As such we were forced to submit information we shouldn't neet to force and comply to what Paypal Brazil decides.
I don't what it was told to you, but you shouldn't need to belong to Paypal Brasil in order to make payments through international credit cards. There are no laws the force you to do that.
We also do not have the choice to send money abroad to a friend free of charge as it's used elsewhere with Paypal. We can only buy things or pay for services, Only that.
Is there a way I can go back to Paypal international?

I can see how this situation would be frustrating for you and apologize for the inconvenience it has caused.
As a company, we are required to follow country specific laws and regulations and, as such, sometimes limit features based on these regulations. Due to this, you will not be able to switch back to PayPal international.
