21 Day Wait.... Not disclosed upfront??

I wanted to get other peoples input on this issue....

I'm a new seller with paypal and for the most part I am pleased with the service. However, at no point in the process of setting up & validating my account did paypal notify me that any initial funds I recieved from a sale would be placed on a 21 day hold.

My guess is that this tidbit of information was buried in the terms and conditions of use page that most people don't actually throughouly read. While it is the fault of the consumer (ie:me) for not painstakingly reading every comma, period, semicolon, and letter of the user agreement, I also think that paypal is a bit shady in not making this information abundantly clear to a new seller.

I created invoices for custom artwork that stated paintings would be completed to order upon payment. But, how was I to know that I would not have access to the fund needed to complete my orders for nearly a month? I can't ship something I don't have to speed up the process... and delaying the payment puts me in potential dispute territory with new clients. 

Paypal needs to make this UP FRONT information to any new seller... not have a lage popup box notification that all new sellers have a wait period before accessing their money.
