I'm unable to access my previous account. I had two-factor authentication set up by email and phone number. I recently got a new phone and had forgotten to change my number on my PayPal before the service had deactivated on my old phone, and now I am currently locked out of my PayPal. I've tried the "try another way" options over and over and it never works because it only ever leaves me with the option to send a verification code to my deactivated phone number, I've tried calling customer service and it says that they are currently closed due to COVID-19.

Hi, Hope everthing is doing well. I understand your concern and thank you for contacting community forum. To gain access your account you have to enter your primary email adderess and need to make sure you have access to it. You can click the link in order to reset your password. If you can no longer access the primary email, you may consider creating a brand new paypal account using a different email address.
