Seperate personal account

Trying to start a seperate personal account and the system keeps trying to log me into the account I already have.

Are you registering from the start and using a completely new paypal account?

Also you can only have 2 paypal accounts if x1 is personal and the other x1 is business so if you are trying to open a second personal account you may hit issues.
